The Ministry of Defense's “One Soul” Reform
also applies to victims of hostile
actions, who receive monthly compensation for the following injuries:
post-trauma, mental injury and head injury.
As part of the reform, the
injured eligibility for treatment was expanded, in 3 categories:
alternative care, psychiatric
treatment for disabled children and psychiatric treatment for family members.
Special helpline for victims with PTSD
The National Insurance ahs launched of a special helpline for victims of hostile actions with the Netel association.
The helpline is opened 24h per day and provides mental support, assistance and guidance to suffering victims.
Disabled people with known PTSD, can call the helpline at the following number: 1-800-363-363, extension n° 2.
Conversation can be held anonymously or with identification.

Types of treatment included in the basket:
Osteopathy,
chiropractic, acupuncture, Tuina, medical massage, Feldenkrais, reflexology, Shiatsu,
Alexander method, yoga, Watsu, horseback riding, Pilates, horse and animal therapy, music therapy, bio feedback, diet, homeopathy, Tai chi, hypnotic therapy, naturopathy, mindfulness, Bach flowers, Chi kung, Albaum's method, Paula's method, water therapy (such as surfing waves).
Choosing a therapist is under your own responsibility, and the National Insurance is not liable for the choice of therapist, treatment programs or results.
How to obtain a refund for alternative therapies?
You must schedule treatments and pay them yourself, and we will give you refunds for treatments up to the maximum amount, upon presentation of tax invoices / receipts. The invoice/receipt shall indicate: full patient's name and ID number, visits dates, therapist's full name and business registration number exempt/authorized/private corporation.
A request to receive a refund on treatments can be filed either online through the website, or by downloading a form to fill out by hand, and sending it to a branch by means of the document delivery service.
Important information!
Eligibility for treatments starts from 1.8.2021, upon presentation of receipts.
Mental care for the victim's children
Children aged between 7 and 30 whose parent is a hostile action victim and suffers from PTSD, mental or head injury, are entitled to a refund for mental care.
The maximum refund amount is NIS 384 per visit, including VAT (328 NIS without VAT). Refund can be obtained only for one hour of treatment per week.
The referral to a therapist
will be made directly by the parents and on their own responsibility in
the case of minors, or independently in the case of adults. The National Insurance
has no responsibility for the choice of the therapist, the contents of the treatment or its results.
Expenses refund will be paid for mental care provided by those approved by the Health Ministry or Welfare Ministry to give mental care such as: psychiatrist, psychologist, social worker and art therapist.
Alternative care
As of 1.6.2023, money refund can be approved for alternative care in replacement of specific mental treatment or art therapy.
Are entitled to alternative care children age 7-18 whose parent is a hostile action victim suffering from PTSD, mental or head injury.
Refund can be obtained for a treatment provided in one of the HDMOs (health maintenance organizations): Clalit, Maccabi, Meuhedet and Leumit. A refund for alternative care provided by a private therapist can be approved only by submitting invoices or receipts together with an official written approval from one of the HMOs stating that the therapist has provided these health services within the HMO in the course of current calendar year.
Please note, a refund cannot be given for two different treatments provided simultaneously. At any time, you may receive a refund for mental care, art therapy or alternative care.
The maximum refund rate for alternative care is similar to the maximum refund given for mental care or art therapy - up to NIS 384 including VAT for an authorized dealer and up to NIS 328 for an (VAT) exempted dealer.
Mental care for family members of a disabled person
Spouse, parents, and in exceptional cases another relative
of the disabled person are entitled to treatment.
The maximum refund amount - 384 NIS per visit, including VAT (328 NIS without VAT).
Refund can be obtained only for one hour of treatment per week.
